agitators and the continued peacefulness of the

place will show those members of the community

who have any common sense that the ridiculous

reports which have been spread about are base-

The agitation, which was more foolish

than serious is now, I believe, dying a natural

death, but I thought that I had better bring the

facts to the notice of the Governor as being not

entirely without interest to him. He has since

asked me to put down my remarks in the form of

a memorandum and this I have done and I enclose

a copy herewith.

It is incomprehensible to me that responsible

officials totally unconnected with the administra-

tion of this Concession, should support behind my

back so foolish an agitation, which can only weak-

en my hand and serve no possible useful purpose.

Your answer to the petition praying for the

expulsion of the Germans surprised nobody. Most
